Why do some states only have 1 D1 football program but others have multiple?

Why does Minnesota only have 1 D1 football program in a state of 5 million but Iowa has 3 in a state of 3 million. Missouri only has 1 program and Kansas has 2 . What determines whether a large school will be D1 or not? Why the differences?

Why are you under the assumption that only students from Minnesota would go to Minnesota?
